"It is worth ~ing"

It is worth studying English.

English is worth studying.

I think that both sentences are fine to use and I was wondering if what the 'it' functions as and what 'it' is called?

Does it function as a pronoun like What is it? Or does it function as an impersonal subject like It is sunny.
