Can I say,

(i) He plays with / play a kite on a windy day.

(ii) He flies the kite when it is windy.

(iii) He flies the kite during the windy day.

(i) He plays with / play a kite on a windy day. -- OK, but the contexts in which this sentence would be used are limited. It might be suitable in a poetic description. In fact, it has a nice rhythm to it -- what with this and your wish to be a fish, I think you should take up poetry, Vincent!

(ii) He flies the kite when it is windy. -- Fine.
