It is used to + verb

I just have searched the uses of "be used to + (ing)gerund". The grammar rules say when sentences with this construction have "ing" form of verb. For instance,

>>I am used to swimming.

My concern is when it is used in sentences like "It is used to...", it uses the present form of the verb.

For instance,

>>It is used to create a camera or the device is used to create the camera.

These sentences don't fulfill the grammar rules.

Does "used" work as a verb here?
