It is the first .. vs it was the first ..

Hello, teachers, we English learners have a discussion on two sentences:

Incepted in 1986, this program is the first talk show in China.

Incepted in 1986, this program was the first talk show in China.

Some argues the present tense is incorrect, given the fact that there are dozens of such shows now in China; others say it is correct because it still holds the title being the first talk show in China.

No questions - it should be past tense.
jiaruchanIncepted in 1986, this program was the first talk show in China.

What is the title? The first talk show in China. This title became history, the past. So "is" logically in correct. That's my opinion.

When talking about the first of anything, unless the event just happened yesterday, or a very short time ago, I would say that it's always "... was the first ...".
