I have learned these.

He was the first to cross the ocean.
-> He was the first who crossed the ocean.

He is the last to say it.
-> He is the first who will say it.
-------------------------------------------------------------------

And I havr a question about this sentence.

It is the fifth monument to be built outside.

-> It is the fifth monument which was built outside.
-> It is the fifth monument which will be built outside.

I think that the orignal sentence can be interpreted in both ways, depending on context.

What do you native English speaekers think?
