It is ... that vs It is ... when?

- So you know Catherine?
- Yeah, it was last week ______ she came to visit my roommate Jane.

A. that
B. when

Hi. It's a test paper question. I was told both A and B are correct, but B is better. But I thought "It is... that..." is a fixed sentence structure used to emphasize something so "that" shouldn't be replaced by other words?
