it is still predominantly?

NJC Surveys recently determined that, despite advances in audio technology, it is still __________________ through radio broadcasts that listeners are exposed to new music.

I thought the answer in the blank was predominant...
but the answer was predominantly...
why?
Shouldn't an adjective go in that blank spot instead of an adverb?

Eck...Someone explained to me it was something about emphasizing the radio broadcasts, but I don't get it.
