It is rare....

I have some question about a sentence pattern:

"It is rare for such waivers to be granted."
"It is rare when such waivers are granted."

The first sentence is good English. But is the second sentence okay too?

My first thought was that it is not. I checked the Corpus of Global Web-Based English and found 424 matches for "It is rare for" and 7 for "it is rare when". Based on this it seems "it is rare when..." is used, but not often. I would avoid it myself.

Both are correct and say slightly different things. "It is rare FOR" would be used to envision a result that almost never happens--never!. "It is rare WHEN" would be used to say that these waivers have occurred, but not often.

Could you not use It is rare that such waivers are granted ? I've never been too clear about this myself.
