it is people who

Someone asked me why "it is" was used (as in singular verb form) followed by people (a plural noun). I initially thought the reason could be that "it is" is a specific type of construct (where "it" is a dummy subject), but english is not my mother tongue. Any suggestions are more than welcome!

It was used in the cleft sentence in which the emphasis is put on "people who...".

The original sentence may be, for example, People who play tennis on Sundays.

You may make up such cleft sentences out of that:

It is people who play tennis on Sundays (not those who play football)/It is on Sunda
