The comprehension passage is written in past tense. Then one of the questions followed asks: Why...

Should the answer be:
1. It is because he did not....
OR
2. It was because he did not...

eg Why does Tom marry Mary? It is because he loves her.



Often, it was / it is is omitted from such answers.
