It is or It was?

Question

The comprehension passage is written in past tense. Then one of the questions followed asks: Why...Should the answer be:1. It is because he did not....OR2. It was because he did not...Thanks.

It depends a lot on the question.

eg Why did Tom marry Mary? It was because he loved her.

eg Why does Tom marry Mary? It is because he loves her.

Often, it was / it is is omitted from such answers.
