It is or Is it

Hello,

I've a simple question. I've the following sentence.

"Only when all the weak spots in the network are immediately identified, is it possible to initiate measures to close the gaps."

or

"Only when all the weak spots in the network are immediately identified, it is possible to initiate measures to close the gaps."

Which one is correct and why? Normally I write "it is", but someone told me, that in this case "is it" is correct.

Thank you
