It is of our duty to aspire to start where others have stopped in the development process.

I think all three are corrects, except they have different meanings.

In the first, duty comprises many acts.
In the second, duty is the act in question.
In the third, each duty may comprise a single act.

Am I right?

No, you need to delete the "of" with the singular duty, and/or you need to say "one of our duties" or "part of our duties" for the plural duties.
