Hello,

It is not up to the university to tell students where to live.

Can I say,
It is not the duty of the university to tell students where to live.

" It all depends on exactly what idea you want to convey. Are you using this sentence as part of an opinion piece, or in a debate? "It is not up to the university to tell students where to live" and "It is not the duty of the university to tell students where to live" have different connotations (at least in my opinion).
