It is necessary that you come to my office in time for our meeting.

I'd like to know whether "come" means "have to come" in my example and the infinitive verb means "have to do" in the subjunctive mood.

If it's necessary, then you have to do it. "Come" means to proceed. The compulsion is provided by "necessary that." Words that express command or urging or even importance take the subjunctive in the following cause. "It's necessary that you be in my office in time for our meeting." Not "you are."
