It is likely as ~

This sort of reduced predicate is mainly used in set expressions: hat in hand, arm in arm, hand in hand, hand on heart, arms behind his* back . . . It's less likely as you move away from those common ones.

In the structure 'It is likely ~', is it possible that 'it' indicates a 'as' clause as in my example.
