"It is just that English is important."

"It is just that English is important."

What does "it" here function as?

1) "It is Monday." ( impersonal subject )

2) "It is not true that he got a job." ( dummy it )

3) "What do you think about the story? I do not like it." ( it = the story )

I think that "it" here refers to the noun or situation mentioned right before like #3. What do you native English speakers think? Thank you so much as usual and have a good day.
