IT IS HOPED

1.is there any difference in meaning in the following two sentences? What role does it is hoped play?


2.IT IS HOPED is a clause --How could a sentence be correct with two clause not joined by conj?

  • I suppose there are various ways that this can happen, but in this particular case the clause it is hoped acts as a sentential adverb because it "came from" the beginning of the sentence as a speaker's opinion and was inserted in the middle of it.

But this is not the second sentence with "that" removed!
