Why we always use a past tense after these idioms-it is high/about time.

These are used to express hypothesis, regret, decision making and the need for decision making.So, naturally past tense.

It is indeed true that people use 'simple present tense' sometimes. But, I feel the 'simple past' is much more common. And, both would mean the same, referring to a future action.
