'It is hardly the case that~'

Please check if this sentence is right.

<It is hardly the case that a nation doesn't perish when the freedom of speech is not guaranteed>



What I'm trying to say is 'If the freemdom of speech is not guaranteed, a nation is likely to perish'.

Your sentence is very difficult to understand with so many negative elements (hardly, doesn't, not). I wouldn't use it.

then aside from my sentence, how about using 'it is hardly the case' when meaning 'it is unlikely that~' ?
