Is it correct?

" it is going to be ~~ and there's going to be " is same meaning??

I think it should be " There is going to be a heightened security all around. "

You're correct it should be 'there is...' You don't need to use 'a' before heightened though, so the correct form is:

There is going to be heightened security all around.
