'it is given that'?

Hi,

Please have a look at this:



It is given that most companies will become smaller over the next two years; most will have lower earnings and net cash flow generation.

Does 'it is given that' mean exactly the same as 'given' that? Does it mean 'supposing that' or 'considering that'?
