It is finished or It has finished

The word Abandon has two meanings
1. Leave somebody or something completely.
2. Stop doing something before it is finished. Now my doubt is why in the second example 'is finished' (in passive form) used here? Why is not active form like 'has finished' used here? Please make corrections above also if I am wrong in my writing (please mark the positions where I am wrong)?
