Hi everyone

Which is right?

1, It is expected that construction of the road is completed by 2008.

2, It is expected that construction of the road will be completed by 2008.

IMO It is expected that construction of the road will be completed by 2008. My suggestion: The construction is expected to have been completed by 2008.

I took a quick check with my grammar book. You are right.
In your second sentence, my book says the to-infinitive form is possible for the future. Which is commonly used?

Construction of the road is expected to be completed by 2008.

Hi,
I'd stick to the present perfect passive form because of the presence 'by'.
The construction of the road is expected to have been completed by 2008.

Maybe others have different ideas.

I prefer to version with "to be completed by" and that would be much more common than the future perfect form. The simple presence of the word 'by' in a sentence does not automatically make it necessary or better to use a perfect form of the verb.
