Hello,

"It is easier to ask people to do something, than it is to dictate them to do it."

Is the second "it is" necessary for this sentence?

No, the second 'it is' is not necessary. You also don't need the comma and I'd recommend using a word such as 'order' rather than 'dictate'. (The way you've used 'dictate' is not idiomatic.)

"it is" is not necessary, so that means I can say "It is easier to ask people to do something than to order them to do it".
I think I can leave out that "to" too, right

I prefer the inclusion of 'to' in this case, but I certainly can imagine it being omitted. I think the sentence would sound more informal without that 'to'.
