It is correct to say it is supposed to respect animals’ lives?

‘It is supposed to be done‘ seems normal and correct to de used. But my teacher said it is incorrect to say something is supposed to. So if ‘it is supposed to respect animals’ lives is incorrect, the why it is correct to say ‘it was supposed to rain today.’ ?
