my question is why they put the verb in present perfect as it is specified time

The present perfect tense was used because the week is unfinished. It refers to the time up to now.

I have not seen him today = Today is still not finished and until now I have yet to see him. However I might be able to see him today before it's over.

I didn't see him yesterday = Yesterday is finished, and I didn't see him.
