"It is colored in blue."

"It is colored in blue."

Do you consider the colored here to be an adjective or it is a past participle and functions still as a passive voice? I think that it still has the meaning of action.

However, I know that colored in brightly colored balloons is an adjective. What do you native English speakers think? And have a good and safe day.
