It is better + subject + not do


Hello,

I came across this line while reading an essay, written by a non-native English speaker though, about reducing crime rates.

“It is better the government not only create a better economy condition for cirtizens but consider other plans to decrease overcrowdedness in cities”

My question is, is it correct to say ‘it is better the government not only create’? I don’t know why I feel a strong desire to say the sentence with ‘that’ between ‘better’ and ‘the government’.

It is better for the government not only to create better economic conditions for citizens, but to consider other plans to decrease overcrowdedness in cities.
