It is advised to

A sentence: It is advised to make a hotel reservation.

Not only once have I heard people say this is a wrong sentence. I need someone to authenticate my statement. In dictionaries, the structure IT IS ADVISED TO DO STH I can't find, but I think it's correct English, because the anticipatory IT refers to TO MAKE XYZ.

In Fowler's Dictionary, there's a sentence: It is recommended to use....

Do you agree?

Nowadays in contemporary English do native speakers say these?:

1. Now it only remains to learn the numbers.

2. It was proposed to pay the money from the goverment treasury.

when IT refers not to anything preceding concrete thing but the to-infinitive clause.

Yes.
But whether it is awkward or elegant depends on the particular context.

There is "Subjunctive mood" which comes to play here.

When you say it is advised, you can not put "to" after or infinitive afterwards. Moreover, you don't put any modal verb.

It is advised that you make a hotel reservation.
