It is about time/high time

How should I use "it is high time/about time" in a situation where I believe a sportsperson truly deserves an award for his successful career and I want to express he should be given this award now. Would it go like this-
"It is about time/high time that Yuvraj Singh be given arjuna award for he has served the country incessantly for all these years than anyone in indian cricket ,winning more matches for the team single handedly than anyone else." or I have to use past tense after this idiom like "it is about time yuvraj singh was given arjuna......"
