It has six things going for it

Hi teachers,

The strategy, devised by U.S. and NATO commander Gen. Stanley McChrystal, aims to win over Afghans by protecting them from teh Taliban, restraining firepower to limit cilivan casualties, and speeding up development, along with seizing Taliban sanctuaries like Marja. It has six things going for it.

1. Does both "it" mean "the strategy"?

2. What is "going" mean?

Thank you.
