It has escaped my attention up to the present writing?

Does "it has escaped my attention up to the present writing" mean "I've written down my observation into this book(writing)"?

Context: Wouldn’t you suppose that every college in the land would conduct courses to develop the highest-priced ability under the sun? But if there is just one practical, common-sense course of that kind given for adults in even one college in the land, it has escaped my attention up to the present writing.
