Hi,
Does the bolded part in the above sound right? Is it equally good to say "it already is?" Thanks.

Dr. Tsou's comment sounds pretty awkward. Better would be "it has been already" or "it already has been". I think your suggestion works also.
Hmm... there's probably a complex and impossible to understand grammar rule involved here.
