Is it right?

It means, they had planned with each other to have an appointment at 11 o'clock.

It had been supposed that . . . is not a natural way to talk about an appointment.

Why are you using Past Perfect? (eg they had planned . . .)

How about "It had been supposed that they stay in touch."?

I use past perfect because it is a description of past. And it has happened before something else.

How about "It had been supposed that they stay in touch."? This does not sound natural to my ear. For one thing, it seems too impersonal. It sounds rather like someone else made the arrangement. How about 'They agreed to stay in touch'?
