It had been or has been ?

The scenario for the sentence i am trying to understand is like the following:
I called my friend half an hour ago
He said he was coming after half an hour
After half an hour since my last phone call with him
He did not show up
Now i am calling him to tell him that he took way too long for that half an hour estimated time arrival for him
I call him back

Now which word should i use with this sentence
" It has been half an hour since my last phone call with you "
Or
" it had been half an hour since my last phone call with you "

Side question .. If using the word had has to be followed up with another event in the past

Why is " i had a great time with you this " this morning, last night, last week " a correct sentence ?

Shouldnt i say " i've had a great time with you " instead ?
