I don't know if this phrase could be used when you mean that what you say is for everyone, like for example: "You are amazing, and it goes out to all of you who worked in this project"

"goes out to all of you" is OK, but assuming you mean that "You are amazing" goes out to everyone, I think it would be better to say "You are amazing — and that goes out to all of you who worked on this project."
