It does't make sense

The sentence" Luxuries are those things that would be nice to have if costless,.Necessities are those things we must . have regardless". I got it in a textbook, I think it doesn't make sense, if it is luxury ,it must be expensive like LV etc. What does author try to convey? Thanks .

It is expressed in an odd way. I think probably it means that luxuries are things that you would like to have if you could afford them, but it is not a very good way to explain what luxuries are, in my opinion.
