"It doesn't matter if..."

Our phrases that begin with "it doesn't matter if..." subordinate and, therefore, can they be followed by a comma when the next clause is independent? Or would that be a comma splice?

"It doesn't matter if you win or lose, you will still be a hero in my eyes."

"It doesn't matter if you win or lose. You will still be a hero in my eyes."
