it could be no better

Hi teachers,
I read this sentence in a dictionary" It could be no better at that time "and don't know exactly what it means.Does it mean " it is possible that it was not any better at that time " ?

it could be no better = it was not possible for it to be better = it was as good as it could be = it was "at maximum goodness"!
