It cost me $4

Hi, could you help me with this?

I would say "The sandwich cost $4". But someone wrote "the sandwich cost me $4". He wanted to say that he had to pay $4 for the sandwich. Is this person right?

Thank you

Both sentences are fine. "me" makes it explicit that the speaker paid for the sandwich. The first sentence can be used regardless of who paid for it.
