It and As

I was just wondering, are the following phrases essentially the same grammatically and in terms of meaning? It's the difference between "it" and "as" that I'm not 100% on, but are they essentially different ways of saying the roughly the same thing?

1. "it is my responsibility"

2. "it as his responsibility"
