This is not a valid sentence. It is not possible to get people to cooperate with you fully at all times. And trying to get an agreement with people for them to cooperate fully with you at all times? Who would agree to something like that? And the words "seem" and "impossible" cannot be joined together like this. "Seem" implies uncertainty, while "impossible" leaves no room for uncertaint
