It

1. How could I ever forget, that is the first time we ever met. (With 'is', it is saying it is a fact?)
2. How could I ever forget, that was the first time we ever met. (With 'was', it is saying at the time it happened?)

Now can 'it' be used like 'that' ?
3. How could I ever forget, it is the first time we ever met.
4. How could I ever forget, it was the first time we ever met.
