Is/was horrific

Is the following sentence correct?

"What happened there was horrific."

or should it be

"What happened there is horrific"

Hello SPI, Both versions might be suitable. Much depends on the context. For instance, if you are standing at the scene of an accident, while medics attend the ****** victim, you might say #2; or you might say #1 in an account of an episode from some years ago.
