Is/was buried

Which one below for example should we say to refer to where a deceased is/was interred? Am I correct to say that the first one emphasize on the action so the past tense should be used whereas the second one on the location so the present tense be used? However I never heard of for example "He is born in Sydney" but always "He was born in Sydney." Please comment!
