Is this okay when talking about an old movie:

I almost forgot how good the movie is/was!

Yes, but in my opinion 'was' is better.

There isn't any difference. We almost always say 'was' if the main verb is in the past (e.g., forgot). It doesn't mean the movie doesn't exist anymore or any nonsense like that. We just adjust the time mentally to
