Is/Was

Hi,

As the machine ceased to operate, its capacity was left unused and this was inefficient in the usage of the system resource and
is/was not desirable.

I would like to know if there are any difference in the meaning between using is and was in the sentence.

Hi again,

Thank you for your input. How about the following?

This idea was well-received by many because most widely deployed system, even today as of this
writing, is/was BOGOBLOG.

I think that I should use is, becasue it is true even till now. But I started with a "was well-received", should I keep it in past tense?
