Issue or give a refund

Hi,

please, when complaining about a faulty product in a complaint letter to a company, is it ok to write

"I am returning the remains of the phone with the letter. I hope you will be able to issue a full refund." ?

A teacher of a friend of mine corrected that. He changed "issue" for "give me a full refund".

Is "issue" really wrong here? As according to a collocations dictionary the noun "refund" collocates with the verb "issue" just as it does with "give".

I have a gut feeling that "give" really means send the person the money, while "issue" is more abstract, it is more like give an order to the bank to send the money to the client. But in fact, I think they could be used both in the sentence above.
