Isn't this a modifier?

In the sentence,
"When you plan an overseas trip, the information in the newest guidebooks is very useful."

"in the newest guidebooks" is the modifier which modifies "the information" right? Then, how about "When you plan an overseas trip"? Isn't this also a modifier? (which modifies the whole sentence)
