isn't taller than

Adam isn't taller than Bob.

Does this sentence mean that Bob is taller than Adam and Adam is shorter than Bob?
If so, are there any differences between, "A isn't taller than B" and "B is taller than A"?

I think when A isn't taller than B , it means that may be they are in equal heights or A relatively is not much shorter than B .

All we know for sure is what the words say - Adam is not taller than Bob. We have no idea whether Adam is the same height as Bob or shorter than Bob. If he is shorter, we have no idea now much shorter he is.
